Who designs the bathroom facilities here?

Just a quick note as this is a very interesting thing about toilets here.

Why is it in unisex toilets do you have to walk pass the urinals to get to the cubicles? 

In one of the campgrounds the urinal was right in front/ side on to the cubicle!

So urinals are out in the open with I privacy but in many places the wash basins are in a private cubicle!
